Yes. Under the parameters Neyland and the Bear worked in Spurrier ends with at least two and possibly more national titles.
Additionally, Spurrier faced a difficulty no other SEC did- not only did he have to navigate the SEC schedule he had to get past an FSU team in the most middle of perhaps the most dominant run in college football history- 14 consecutive top 5 finishes (87-0), regardless of your opinion on their schedule it's impressive - - that likely cost Florida other title shots (ironically, SOS's last season, the year FSU fell off is one of the times it cost Florida a national title, frick Darnell Dockett, always wanted someone to chop block that cheating fricks knees).
Despite these obstacles he posted the most dominant decade in modern SEC history winning 6 SEC titles and losing 2 more.

Hell, how many SEC coaches are the winningest and arguably the best (Meyer vs Spurrier at Florida) at two separate schools much less essentially permanently altered the power balance of the SEC (pre- Spurrier Florida was at best the 6th SEC program a middle of the pack school; post - Spurrier Florida is at worst top 3 and arguably 1 or 1A)
