Football programs aren't necessarily a cash cow.
In P5, yes. A lot of programs have to subsidize their athletics year after year. How much does a school like Arkansas State actually "make" on their athletic program? do they break even most years?

They make a hell of a lot more from football than they do soccer, track, women's basketball, lacrosse, swimming, jai alai, water polo, golf etc.
Football and basketball are the only sports that have a chance to generate any sort of income.
