That's a pretty cool idea.

To take it to the next level you'll need to have the upside down ones re-made., Take some photos of each pennant with a good camera and good lighting. Maybe hire a local photog. Then get a graphic designer to clean those photos up and use the images to make new pennants at a screen printing shop or a sign shop. Maybe there's an outfit in Asia that could cheaply make actual pennants.

You'll have some copyright issues, but personal use for a decor project usually isn't a big deal.

It would take a lot more than flipping horizontal in Photoshop to make the pennants right-side-up. Most of them have the logo on the large end and the font tapers towards the small end. You'd probably want to keep the logo on the large end or else it would be tiny. And many of them are tied into the first letter of the school.

It could be done but looks like a PITA
