Or scared to death of violating FERPA rules. I have had to work with it and universities are terrified of violating it so the default course of action is to release as little as possible. Majors are allowed to be released if they are listed as "directory" type information. I do think universities have the discretion to decide if they want to release student majors. The law is designed to favor keeping as much info private as possible
