Most people that commit murders do so in the heat of the moment or they're planned in a way that the perpetrator is expecting to get away with the crime.
I guess you could argue that chopping heads off would curtail some of the latter but as long as there is money, illegal drugs, and cheating spouses then people gonna get murdered.

If people stopped murdering due to the guillotine, they would have stopped using it a lot earlier because there would be no murdering.
