There was/is no legal means to prevent secession. President Buchanan stated so at the time.
If the Colonies had the right to declare independence, then the States could secede.
In fact they all left the Perpetual Union of the Articles of Confederation to adopt the U.S. Constitution; which was in force as soon as 11 ratified, with the last 2 outside the union prior to their ratification.
