It will be one way or another. Probably through some compromise on increased revenues and FURTHER cuts for state services-Mental Health, Prisons, Medicaid, DHR, etc...
I'm pretty sure if he vetoes what comes out of the special session, the legislature could override him with a either a simple or 2/3 majority. Either way, this whole thing sucks. We borrowed app 150mil per year for the last 3 years, knowing full well this shite was coming, yet the legislature did not a damn thing to prevent it or deal with it.

I don't think they will cut prisons since they passed a pretty major prison reform bill to avoid having the Feds take over our prisons.
They'll cut the usual - services that largely impact the poor and indignant. Republicans will cheer, and then wonder why our health, education, infant mortality, crime, etc. statistics are always among the worst in the nation.
