Foley never even considered Freeze. That was Stephen Godfrey that started that rumor so he could get his buddy Freeze a raise.

Don't think Godfrey would have anything to do with it. Not even sure how well he would know Freeze since Freeze was just an assistant when Godfrey was still in school. How the rumor started per the interwebs
