College produces more "starters", but if you were to look at performance metrics of all-stars and elite players you'd see that HS has an advantage in that regard.

Its nothing surprising on either end. College guys are more proven and developed, therefore they should have a higher success rate. However, the elite HS kids typically don't make it to college, and those are the guys that traditionally turn into stars.
