There is no gain in playing Division 2 football. You lose all the revenue and still have to pay for a decent amount of scholarships and travel. Not sure UAB could even sponsor a division 2 football team and still stay division 1 in basketball and other sports or find a conference that would do that.
If the complaint is that the athletic department isn't making money then it's FBS football or don't bother. Athletic departments for D2 and FCS are subsidized at huge percentages with no chances of ever getting real revenue.
Alabama State - 77% Subsidy
Alabama A&M - 77% Subsidy
Wildly successful FCS Jacksonville State - 66% Subsidy.
No telling what UNA's subsidy is at the D2 level.
JSU has the lowest subsidy in their conference along with Austin Peay. Everyone else is around 80%+ subsidies.
