Right after 9-11 no one would have dared say a word..we could have used any method of retaliation and been justified in doing it. Our homeland had been directly attacked, the American people would have cheered such a move and the rest of the world would have kept their mouths shut fearing they could be next. They would know we mean business and those behind these attacks would either disappear or quietly withdraw their support for jihad, knowing if they don't they are dead.
Those people that really make jihad possible with financial and material support are the ones that would get the message. We know who you are and the gloves are now off, we will take you out. No matter if you are an entire nation or some shadowy background figures, you stop or you're all dead. Total unrestricted war, you DO NOT attack the United States homeland EVER.
These kinds of people do not wish to commit suicide like their gullible pawns do.

Simply using a technologically superior weapon system would have got him dead but it would not have sent the same message as how it eventually worked out.
As it happened, it was demonstrated that
1) The United States will never stop looking for you
2) National borders are meaningless. If we find you, we will kill you
3) If need be, we will meet you man to man and kill you up close and personal.
I am no fan of Obama at all, but he has my complete respect for approving that mission. It took real courage to make that call.

American masses would have cheered but the masses are generally fricking stupid and were very emotional, not a good time to make huge decisions.
The international community would have said something, and rightfully so. You don't drop nukes like that in this day and age. It is not good for anybody.
