No where in the constitution does it say that voting is a right.

Before anyone claims otherwise, you should look at the actual text. You cannot be excluded from voting because of race/gender, etc. But no where does it explicitly say "you have the right to vote". This is different. As long as voting is not extended to everyone, it doesn't have to be extended to anyone.
