Of course Ole Miss wants its own board, but given the limits on state funding, it does make some sense to coordinate the universities. And Ole Miss belongs to the people of Mississippi, even non-alums. Taxpayers provide support to the instiution and have an interest, hopefully for the best interest, of an important educational institution that affects all Mississippians.
It might make sense for day to day governance and operations to be under the oversight of a board for Ole Miss and similarly for the other two major schools, but with one "super" board that coordinates on major issues like state funding and programs.
It probably would also be best for UMMC to be independent of the Oxford campus and governed separately. They function pretty separately now as it is.
