Well, its not like HuffPo just created a bill on their own, attached Cottons name, then reported it.

Attacking the source is really stupid when the source is reporting a fact.

But, if you absolutely insist on dismissing facts when they are reported by a media group you do not like, then take a look at the official Markup of H.R. 850 from 2013:

It happened. Tom Cotton is an idiot who proposed unconstitutional and un-American legal penalties against innocent people.
