The Nazis top my list. Their genocide had purpose and they actually believe in a "Master Race" non-sense.

Plus, I'd argue you could put 50 million additional deaths on Hitler shoulders since he was the biggest reason World War II happened. Now, perhaps Stalin starts it later and tries to expand West, but it was Hitler who struck first.

1. Hitler
2. Stalin
3. Mao (idiotic economic policies resulted in a lot of deaths under Mao's watch.)

Germans were outraged by the unfair treaty after WW1.

Russian Jews committed mass murder, a holocaust, on Russian Christians.

The rise of Nazism and the start of WW2 was predicted, nearly to the day, 20 years in advance.

When calling Nazi's evil, which they were, a lot has to be considered.

These things are just a couple.

I dunno. I think that the treaty of Versailles was so unfair, at least in the minds of most Germans, and that the German and larger European political systems were so charged after World War One that another war, even a world war, was inevitable from the start. Hitler had little to do with it.

On the end of WW1/Versailles:

"The future life of Europe was not their concern; its means of livelihood was not their anxiety.Their preoccupations, good and bad alike, related to frontiers and nationalities, to the balance of power, to imperial aggrandizements, to the future enfeeblement of a strong and dangerous enemy, to revenge, and to the shifting by the victors of their unbearable financial burdens on to the shoulders of the defeated."

- John Maynard Keynes

"We shall have to fight another war again in 25 years time."

- Lloyd George

"[The treaty was] neither just nor wise"

- Harold Nicolson

So yea, the war was bound to happen. The whole Holocaust thing was all Nazi though. Versailles was the biggest reason for WW2, it was a halftime whistle, not a post game box score.
