It depends on how much snow you're looking to get.
Consistent Moderate snow: Parts of Kentucky, Tennessee, Arkansas, and parts of NC.
Consistent Heavy snow: Parts of Kentucky & Virginia and the mountains in East TN and Western NC.
Pick you're favorite town in each region.
