This is stupid. There are maybe 10 OADs a year.
The NCAA is just a feeder system for the pros and relies on future stars for its product. Doing this will lead to the academy structure soccer uses overseas. NBA can change it's draft eligibility criteria to get the players they want.
NCAA needs to realize what they are.
