Don't a lot of northerners also own personal snow plows that they hook up to the front of their trucks to help clear roads?

yes but they of course get paid for it. Some have private contracts with small communities of houses or small businesses.
Most have some machine to clear their driveway too. snow blower along with Mini plows for riding lawnmowers and ATVs are common.
Everyone has salt and lots of it.
