Anything else leaves the foe thinking they did not really lose and serves as a seed for future conflict.
Yep, and this is the reason the US will never "win" a war again. Too hard to stomach. You have to remove your enemy's will or your enemy's means to make war, and that is messy. US public won't allow it.
