That's correct, Korin.
Rice University is occasionally included in the list as well--depending on the context of the discussion (obviously their private status comes into play).
The Texas legislation makes the flagship designation using such variables as: national Tier One academic research standing, AAU affiliation, and various metrics from the Center for Measuring University Performance and the Center for World Class Universities in Shanghai.

2nd time I am asking for a link to this "designation". I see flagship used pretty loosely in articles but you've talked about this Texas legislation designation a few times.
