"highest level"
He referred to the NFL as the Highest Level. Which Harbaugh has proven he can win at. What is confusing or controversial about that statement?

Depends on if the "highest level" refers to the level of competition or the level of winning. By your definition, there are dozens of guys who have "won at the highest level" that would be silly to include in a discussion like this. When most people talk about "winning at the highest level", they're talking about championships...at least one...at some point.
