Except for the part of this story where we are waiting on John Chavis, who recruits even less than Foster.

Occam's Razor is that Foster passed for whatever reason (he didn't like the HUNH, he didn't click with Sumlin, his family loves VA) and Liucci's sources would rather he just say "well, we totally could've had this sure thing but we want the risky young guy whose success is tied to Muschamp."
