I don't know where you're from or in what denomination your father ministered but it is absolutely the norm for Southern Baptist churches in Alabama. They either provide a parsonage (sometimes called a pastorium) or provide a housing allotment which is not considered part of the pastor's salary.

The practice did start diminishing in the last 20 years or so, but is making a little comeback with the housing market crash.

Wonder if he does spend any of his own money on anything at all....more power to him, but our priorities are truly effed up beyond repair.
