No that's not the NCAA's stance.
The NCAA's stance is that if the student wants to be involved in the athletics of its member schools the student has to follow the guidelines and rules that the NCAA implements.
The NCAA isn't saying an athlete can't sell his signed jerseys, the NCAA is saying that if they do, they will not be allowed to play in NCAA organized events.
