People are much better off arming themselves and then calling 911 rather than relying on the cops to show up in time. Police are minutes away when seconds count. Plus trey doesn't hate ems or fire which can also be used by calling 911 
The police in most cases are a more reactionary force and catch a criminal at a later time.
