If you go around LSU's campus, there are yellow buckets all over the place. Those are for the piss. Students, faculty, etc all piss in those buckets. Every night the fraternities send pledge members to collect the buckets and fill the the balloons with a hose connected to the bottom of the buckets. They then hand them out during tailgating festivities.

But you need a pressure to force the piss into the balloon. I have filled water balloons. You have to turn the water up medium to high.
