Actually that's exactly what it's like. Guys from some states aren't allowed to play in pads in the summer.

I would argue that it's not. Some guys obviously stand out athletically, but those guys will stand out anyway on tape and live in games. Productivity is basically a function of chemistry or the QBs potentially superior talent, which is pretty much luck of the draw, for the offensive guys.
I think it's useful for really under the radar guys, to see how they compare athletically, but that's really it.
