bullshite or not, if it wasn't the 10% policy, it'd be something else.
It sucks, but it's a numbers game.
Schools like TCU, Texas Tech, UTSA, Texas State, University of Houston, Baylor, Sam Houston, A&M Galveston, SFA, SMU, Houston Baptist, UTEP, A&M Corpus Christi, UT-Dallas/Arlington, and many others benefit, as a result.
As do out-of-state institutions of higher education.
