To a state with 10.25B (2012) as an operating budget, yes, it's the definition of negligible.
The state had an increase of tax revenue from 2011 to 2012 of almost $800M. No one here posted an article about that, I'm guessing.
Growing tax revenues through "sin taxes" is fun and make for really satisfying arguments. They don't actually impact the budget of the state much and will not effectively impact the education budget of Colorado at all.

24 Million a year will certainly impact the schools.
