It happens frequently throughout history. A recent example is 9/11.
It really was planned and carried about by Al Queda but our intelligence found out about it as far back as 98 and Bush gave the go ahead to let it happen.
Our government made it look worse by bringing down the world trade center.
The Pentagon was hit by a missile to bring more fear by showing even the most secure place in America wasn't safe.
Flight 93 was shot down by fighter jets to keep the White House safe, and the passengers made to be heroes to give Americans a feel good story of hope and American fight/perseverance.
Building 7 was not taken down by the government but by the buildings owner as a reaction to the attacks in order to gain insurance money. It was however covered up by the government in order to keep any and all hate from the incident focused towards the Middle East
