4 of those 14 specifically mention they are basically irrelevant.
I'm not saying the quality of the characters is bad, but we don't see much of any character other than Marty and Rust.

True but they play a bigger part in the story than you give them credit for.
I think that's why the show is so great. You have characters that seem irrelevant but turn out to play a serious, yet subtle, role in the story.
