That depends on whether or not the statement that precedes it or follows it is a generalization or biased criticism of an entire race.

For example, If a black guy said "white people are genocidal and serial killers because Adolf Hitler, Andrew Jackson, and Charles Manson are white, then I'd call him a racist.

The second half of my argument is a matter of semantics. I fail to think of a single instance in my life where "blacks" was used in Mississippi in a non racist context. I've seen "black people" used at a much higher rate and with a lower rate of racism. "Blacks" seems to be the nomenclature of choice in the delta, while "black people" is almost universal in the more civilized areas I've been to. Maybe bigots have trouble viewing "Black People" as people and "African Americans" as Americans.
