The point is that all three basically share their jurisdictions because of how small the county is (I can drive from one side of the county to the other in roughly 10 minutes). And that's not even taking into account that part of Athens extends into Oconee County, adding a fourth PD to consider (though they don't carry anywhere near the stingy reputation of the UGAPD or Athens City PD) in a very small area.
