I don't know for sure about the 39K number (was 35K but evidently went up) but it sounds like that would be for the whole program. Here's a link I found and how they calculate it. LINK

Ok, that makes MUCH more sense! 
I'm going to do some more research. Since UA MBA is so heavily focused on supply chain, it really might not be the best option for me.
