I get that illegal aliens drop the grad rate, but it really doesnt change the fact that they are a part of your population. It isn't going to change.

Yeah, the individual high schools can get away with low rates because they use the school-within-a-school model to boost their numbers. But all that rolls up at a state level.
Maybe we can form a state-within-a-state. Too bad the name New Mexico is already taken, that would be the perfect title for everything below San Antonio.
