Understand your point but some common sense needs to be used if the weather was that cold.

Read another post stating it wasn't a drill and that it was a false alarm.

I don't think anyone needs to be sued but they need better planning / procedure to make sure the students are safe when they exit the school.

It is better that one student might get hurt outside than multiple die inside but still a little common sense could have prevented the girl from getting frostbite.

No. This is what's wrong. You don't need better procedures. You just need people smart enough to know when not to follow procedure. Procedure simply cannot cover every situation or instance. Do the right thing and it all works out.
