Yes. If she wasn't raped, then the victims are the accused rapists. This is a news story based upon the police reports, as I understand it. There's no new information for the police here and yet the DA had plenty of evidence to pursue rape charges.

Have women denied they were raped when they were raped?

She didn't know she'd been raped. She found out later -- that's how intoxicated she was. They were carrying her in and they text messaged other players to come and help them carry her out. A person who worked at Vanderbilt was reviewing surveillance footage because of a separate incident that night, saw the video them in the hall with her and reported what they saw to VPD. VPD investigated it and then turned it over to Nashville Metro.

So of course, when police knock on her door to ask her about being raped and she doesn't remember any such thing happening she's going say nothing happened/deny it (she didn't know). However, typically once told and even going through the questioning process memories get jarred and little bits of memory start coming back and/or things that she already remembered start making sense. And of course, there's the surveillance footage, text messages, Vandenburg's recordings of what happened, and other evidence.

In this case, it's not that she was lying - she didn't know and her 'denial' was based on not knowing. It's slimy for this tv news channel to portray things the way they have. I've gotten used to reading sloppy stories from TV news sites online (they're using 18 year old interns to write their web content) but with a case like this there's an automatic extra level of care should go into reporting anything on it.
