in on without the offense subbing or there being some stoppage of play.


What counts as "stoppage of play" in your question? If first downs count, then the answer is probably around 4.

Good question. I think the HUNH can go quickly enough to make substituting a bit of a risk of penalty on a lot of first downs, so I don't think all first downs can count.

Let's say first downs don't count for the purposes of this question.

I'm mainly looking at stoppages that allow for reasonably quick defensive substitutions with little to no risk for being caught with too many men on the field. Situation where the offense has substituted or there is a penalty or most incomplete passes and the like.
