As I mentioned before, the problem could have been alleviated, or merely lessened to an extent, if they had recommended people stay home from work/school all together. Telling everyone at 10 am wouldn't have changed shite because that's what caused the problem in the first place. Everyone left at once.

I see.
Play it out for me more specifically, like I did in my 10 am scenario, how you think it should have gone down.
