that's a stretch. You really expect the press release to quote what the cops said and how they said it? It did say TB pulled away "resisting" officers but think they meant to say "arresting". That's when they took him to the ground and pepper sprayed him.
ETA: from what's in the report, all TB had to do was walk away (and he was given several chances) and everything would've been ok.

No, but if that is the story they're claiming, burden of proof is on them.
