I can see an alternate solution

Kids are already getting a free education which is compensation for their services - fair or not - so putting money in their pockets is beyond that point. What if instead such a fund were established to not pay players but to pay for insurance while they play sports at the schools?

#1 This would address a need
#2 This would eliminate the need to declare for the draft early based on injury
#3 This could cover not only football players but all sports a university sponsors


In tandem to this the law could require the state schools to mandate specific classes required by all student athletes that cover money management, public speaking, and contract comprehension type classes that would create better educated future citizens of the USA.
