It depends how you mean that. If you're saying that just because a team signed a good class at a position the previous year it does not mean you'll get a good class in the current year then you're correct. However, a prior class can (not necessarily will) have an impact on the current class if the previous class gets quality PT as a freshmen and gets noticed for it.
