His name has come up for UT, A&M, Miami, Nebraska, etc and he's immediately denied any interest.
Personally, I guess I'm the one to play devil's advocate here, I don't want him to go anywhere and I'd be upset if he left.
The problem isn't Richt, it's the athletic department's unwillingness to spend/hire competitively. And that's literally all it boils down to. No coach in the SEC would have done a better job than him at UGA over the same time span besides Saban and maybe Spurrier.

I don't know the situation well enough to be specific as to its cause but UGA has definitely had issues for years with under performance. It was a problem long before Richt came along.
