A lot of them are, but some of them are not. Take last year's winner. He wasn't on anybody's radar until November.

I take the "hesiman" seriously and not just because our guy won it. It's the most prestigious award there is and definitely helps in recruiting. The offseason attention after winning... maybe not so much.
