If you reduce it to 70 teams and also not allow games against lower ranked teams you could have difficulty competing a schedule. You could have some teams every year that can only schedule 11 games because there are no teams available to play based on open dates, etc. you would need a system similar to the NFL which sets up games for there teams.

It sucks that there is just too much greed involved in the game now to cut down on teams and make Bowl qualifications stricter. We could do four 16-team conferences to have 64 teams - plenty for a grand amount of diversity. Then they could make Bowl qualifications be 8-4 or better and we would only see good teams and interesting matchups in the post-season.
