The reason being is because a CFL team can only have so many non-Canadians on their roster. Something like a US player takes the place of 3 Canadian players on the roster.

I asked about it since I am currently working in Toronto. This is from the website:

The current designated import rule requires three designated import players to only enter the game on special teams or to replace another import on offence or defence. This rule is specified in Article 23 of the CBA with the CFLPA as an amendment of the CFL By-laws and by Rule 4, Section 5, Article 6 of the Official CFL Rulebook.

Do you really think this has much to do with it though? Are big HS recruits trying to get into the CFL but being turned down because of these roster limitations?
