I don't think you apply for it until you exhaust your eligibility.

So Aaron Morris will be a senior next year, then has to ask for another year?

I believe that's how it works.

Like D.T. Shack - he's a senior this year, but if he decides to come back and play next year he'll have to apply for a medical RS at the end of this season.
