The refs move as soon as the offense as set. Watch Oregon games. As soon as the QB is ready the ref moves every time. Defense is still scrambling.

But the play doesnt start until the ref behind the QB blows his whistle.

Ehh I tried. I don't really care about no huddle. We haven't lost to a no huddle team yet . Just wanted to be a dick.

That's because they aren't subbing

There is no rule that says the refs have to allow the defense to get set when no subs are made.
