You have to look at it with a historical context, or else it's just a list of teams within the last ten or fifteen years.

Guatemala's army of today would destroy the hordes of Genghis Khan, but that doesn't mean they rank higher than them on a list of history's greatest armies.

In order of overall achievement - I get your point. But, like you said, the Guatemalan army would destroy Genghis, thus making them...better.

This is why these lists typically suck, like when people try to pick the best shortstop ever. Honestly, you can't say without a doubt that only one person is "the best", so that's why I like when things like this are broken down by decade.
