What Forbes basis.
I don't think anyone really pays much attention to their ranking.
Clearly Vandy and UF are the top academic institutions in the SEC.
I think most academics would place aTm, Georgia and Missouri in the next tier.
After that, who cares?

I don't know how you put A&M in a tier below UF. Both are large and prestigious public schools that are AAU members. A&M has a larger research spend and far larger endowment than either UF or Vandy.
